According to my own records, it actually came out on 31st October 1995, but I can't seem to find the original source for this right now...

"Markt für Computer- und Videospiele" (MCV), one of Germany's leading trade and industry magazines for the gaming sector at the time, wrote it would be "available from end of October" in its Nov 1995 issue: https://www.tt-ms.de/presse/mcv_1995-11_p36.jpg

TTO was released on 15 Nov 1994, which was a Tuesday. 31 Oct 1995 was also a Tuesday, which would be consistent. PC games were most commonly released on Tuesdays in the US in the 1990s.

For what it's worth, the final modification date of the files on the original CD is 22 Sep 1995 (US edition) and 11 Oct 1995 (European edition).
