Regarding the use of Power Plants and Coal mines, I think it would be even more challenging (in a good way) to add some sort of electrical grid to complement the production of coal, and the consumption of said coal at the plants, that produce in kW-Electricity. I was thinking that there could be sub-stations set up. Ones that either come with the powerplant, or not, and power from the plant is stepped-up to be transferred through powerlines. These powerlines would carry it to be distributed and stepped-down in neighborhood sub-stations. To kind of show the flow, better explained, I'll share what I would like to be added:
What could be added:
- Sub-stations (Step-up & Step-down)
- Transmission lines (powerlines that distribute the power from the plant, and substations)
- (Anything not to complex relating to the energy grid, that could also be added, breakers, etc.)
Visual of production, delivery, and consumption:
- Coal to Power Plant
- Power Plant produces electricity (in kW - kilowatts)
- Power leaves through transformer - OR - Power leaves straight transmission lines (powerlines with higher voltage)
- Power stepped down at substation
- Power delivered to substation, and possibly distributed to homes/city

However, it's more than 10 years old now, has never been updated since then, and does not include the source code.
Still, it could be inspiration for a new attempt at such a NewGRF - which is the proper way to implement, not the main game code.

Maybe just try out BSPI? It provides electricity for Secondary Industries within Town Zones.
This way, game is way more challenging, because starting point matters.
You also need to scale electricity production.
