Number of points server 12A city builder

I have a query about the quantity of points scored on server 12A, which is normally 4 or 6 points, but in the past it was nearly double.
It is tough to move up in the CB high scoring rank because I only manage 5.9 points per hour on average, although on other sites the quantity of points scored might reach 60 points. Achieving an hourly average of 20 or higher is conceivable.

Is there a specific explanation why the point scores on server 12a have been lowered downward?
