Toggle between a City/Town in Scenario Editor

Right now, once a Town or City is placed, there's no way to switch it afterward. The only option is to delete it and build a new one. This is especially annoying if you have placed any industries associated with the town, as those have to be deleted too.

It'd be nice to be able to just press a toggle button and have it flip between City/Town.
