Town size limits at gamestart

Is there any way to limit the size of towns when the game starts?
For a particular gamestyle, I want towns to be a maximum size of around 1000 people, with an average of about 500 to 1000.

At the moment I have to rely on luck and a few abandon/restarts to get what I want.
Having an option to specify a max population at start would be helpful...

I believe the setting you're looking for is initial city size multiplier

You might be right...but if it only limits city size then it's not exactly what I need.
It's not a feature I've needed until now but I will check.

It doesn't just limit city size, what it does is, higher the setting, the bigger cities will be and the smaller towns will be.

Basically, setting it to 1, will result in cities and towns being the same. Each time you increase the setting by 1, cities become larger and more distinct to a regular town, and towns get smaller.

I'm not 100% sure of how it works, but that's my understanding. Personally, I have it set at 4 so that cities stand out, but towns are decently sized, sometimes they even end up bigger than cities.

AFAIK, initial city size multiplier doesn't touch non-cities at all. All it seems to do is give cities more growth attempts, e.g. if some town is about to make 10 attempts to grow on map creation, but that town is a city, it makes (10 * multiplier) attempts instead.

It seems that there's no way to control town/city size at game start...

I didn't think there was but it didn't hurt to ask.

The easiest way to achieve what you need is to make a scenerio yourself using the scenerio editor , and then you can make the towns whatever size you like .
