The Windows and DOS colour palettes are different.

The difference between DOS and Windows palette was relevant for TTDPatch.

OpenTTD converts everything to the DOS palette internally, so if you have a choice, use that one. Be aware that for some older NewGRFs, the palette cannot be detected automatically.
