Java Indonesia Scenario Problem

I'm trying to play a Java Indonesia (v2) scenario, but when playing the feature to make the transportation infrastructure inactive, for example, to build a railroad, as shown in the attached image.

Is there a solution so that all infrastructure features can be activated?

You don't have any road vehicles or aircraft available at the date your game is currently at, is the most likely reason.

Sure, this scenario starts very soon. I recommend downloading some earlier vehicles - sailboats, stagecoaches in horse carts, everything is available directly in the game's download menu.
The author of this game scenario apparently wanted to leave the choice up to the players, that he didn't put something in the foundation...
