That had everything except the:

Well I got it to open fine in the original locomotion, but it does not open with open loco 22.11

Seems like Open loco does not like the engine flippers, so it ignores the .dat files. Then after the game is open, when I try to open this map, it says that the FLIPPER.dat is missing.
