How to estimate the location of cities in real world heightmap?

Hi, everyone.

I have a question about making a real world map.
When I making a scenario by using a real world heightmap, I need to add each cities manually.
I'm finding the locations by using the topographic features now, but it may be incorrect.
Is there any other method to figure out the location of cities?
