Not sure if this is a bug or the way the game is designed, but it seems that the game classifies tourists as freight.
eg if you want to carry tourists, its easy to refit a passenger carriage to carry tourists, or use a dedicated carriage designed for tourists, but in both cases you have to use a freight engine to haul them, as if you try to use a passenger engine you get an error message that this engine cannot haul freight cars.
So even though the refitted passenger cars look the same they become freight cars when refitted to tourists.
Is this likley to be a GRF problem or simply the game treats anything that isnt passengers as freight.?

that's a problem with your specific NewGRF (or mixture of NewGRFs)
if you want to avoid silly restrictions like that, you can use an invisible engine at the front.
