problem with new industries (ECS)

I have a problem recently and it has been for a short time, I play jgrpp and it has been with version 0.48
Well, I can't add new factories or entrepreneurs and I get the message "Cole Mine cant be built near the conflicting industry"
it is probably something with setting the map, does anyone know how to arrange it?

As it says, the industries you try to build are too close together. You need to place them further apart.
