Can't add NewGRF's

I'm having trouble adding NewGRF's to a running game.
I'm fully aware of the risks in doing this. I'm experimenting!

Here's what I did:-
1. Before loading my savegame,I loaded the savegame's NewGRF preset, and added the GRF's I wanted to the end.
2. I loaded my savegame, then used:

set scenario_developer = 1
and opened the NewGRF settings from the menu.
3. The drop down for the preset was still "greyed out" and I couldn't load or change anything.
4. So I changed the savegame to a scenario, and loaded it in the Scenario Generator, then repeated step 2. No change. Changed back to a savegame.
5. I exited, then backed up the original preset, and saved the modified preset with the original filename.
This did nothing. The original preset was loaded again, not the modified version.
6. So I repeated step 2. Again.
With the same result. Unable to change anything.
Am I missing something?

Nope. Doesn't work.
In both instances all I get is the window showing active GRF's, and the "Preset" drop down is greyed out.
(I've tried uploading a screenshot, but can't seem to do this either.)

I've currently no access to a OpenTTD installation to check my assumption, but I suspect, that the non-access to the NewGRF-presets is intentional. This, because to change the preset within a running game, means, that possibly all loaded NewGRFs should be unloaded and another, completely different set should be loaded. This possibly includes not only vehicles but also town and industry sets. If this would be the case, it would break the game with no doubt. So I would assume, that this is not a bug but a safety feature.

Are you able to add single NewGRFs from the list below the preset selection bar? It would be an evidence for the setting newgrf_developer=1 to work in general.

No. The window I'm seeing is a single pane, only showing the GRF's that are already active, which is why I was playing around trying to fool the game into loading a modified preset.
This is what I see when selecting "NewGRF settings" from the menu in game.

I've never actually done this before. I was expecting to see the dual pane window with both active and inactive GRF's which allows you to add GRF's before starting the game.

Open console type " newgrf_developer_tools 1 " close console , open newgrf window is all is needed , This is not advisable use at your own risk .

you shouldn't use "newgrf_developer_tools" for this, "scenario_developer" is totally sufficient.

however, the correct way to use this is
