NewGRF from older world won't open in new world

I'm trying to do a custom Dutch scenario so i added a bunch of NewGRF, but there is a certain one that's giving me a lot of pain, it being: Dutch Trainset Add-On 1.3 Now i already downloaded this a few months ago for another world and it worked perfectly fine, but when i put it in my new Dutch scenario nothing from the NewGRF shows up, but in the old world it does. And yes i do have the Dutch Trainset.
I saved the NewGRF preset from the old and put it into my scenario but still nothing even though it should work.
Why is this happening? How do i fix it?
