Current station or bus stop capacity is probably unlimited or very high. This is ridiculous.
Stations/bus stops should have cargo limits.

I think you can configure station rating in newgrf so that it starts dropping after few hundreds of passengers waiting, and when it drops, passengers start disappearing.
I agree though that it would be nice to have some limits on stations depending on size, so there would be reason to build larger stations, for example. Or add extensions to stations that allow quicker loading/unloading etc.

The trouble with station ratings in NewGRF is that it gets configured on the cargo types, so if you use any industry sets that define their own cargo types, it isn't easy to affect those as well. The rating callback also doesn't have any access to information about the station itself or the town it belongs so, so it isn't possible to e.g. check if the station has a specific building, how large it is, or how large a town is.
