[NoNoCAB] Reduce the number of road vehicle used by each lines

Currently, NoNoCAB tends to spam road vehicle on lines, especially freight lines. That not only make traffic much more congested, but also seems like cheating company performance rating by inflating the number of vehicles.

you should probably post that in the thread of that specific AI. also, with many small vehicles you can't max out your company rating, as that requires no vehicle having a low yearly income.
