Yes, probably both (and the 03 too).
The very first number of the three is the X-direction, second Y-direction and the last (so that 03) the Z-direction.

Ages ago, when I started making the ISR/DWE-objects set, I had a similar issue with overlaps to the NorthWest-direction.
Extending boundingboxes usually only works towards the SouthEast-direction.
Therefor they needed to get a negative value, but you cant give negative values in NFO.
But the clever people who developed this game, have a solution for that
You need to count backwards from FF (in hexadecimal). FF, FE, FD, FC, etc etc
That way the boundingbox moves backwards.
In this case, the X-direction needs to get that "negative" value for one view of the station, for the other view its the Y-direction that needs to get a "negative" value.
It may also need adjustments to the offsets of the graphics, but try enlarging the boundingbox backwards first and see what happens.
It needs to cover the entire thing, so actual platform and the overlap.
