Can anyone tell me how to by-pass the local authorities' obstructions/refusals to allow the building of bus/truck depots and other infra-structure in their towns?

To my knowledge, this is not possible in default OpenTTD and any of the major patchpacks. All you can do is enable magic bulldozer cheat, which allows you to delete against the wishes of a town, but not build.

Of course you always can plant trees and/or bribe.

A while ago I made a GameScript called "Ethernal Love", which makes all local authorities always love you. You can just only enable it on new games, not already started games.

The standard means of cheating local authority is to doze a few large forests; be sure they are within the target city's "radius", which is generally diamond shaped. (Use the query tool to find out who controls which tiles.) Replant the dozed area with trees. This brings your reputation up enough to squeeze in that last platform.
The long-term, legitimate strategy is to provide outstanding service to the town. Do this cheaply by running a local bus line. If you run a profitable pax rail line, that will do it, too.
In the gray area, you can bribe. Risky!
