The wiki appears to be struggling currently.
Changing GRFs in an on going game is not an ideal thing to do, and may cause the game to crash, or cause other issues where things stop working, perhaps to game breaking degrees. If you still want to change them, you can do so, using either the console or editingh openttd.cfg, set or add the setting 'scenario_developer' to true. this will add a menu accessible from the in game options menu called newGRF settings. If something goes wrong after editing them, you generally won't get any support or help, so make sure you save your game immediately before doing this. Some issues that may arise may not be immediately obvious, so keep that save around and don't overwrite it with a new one after you change grfs and it still appears to work at first sight. As the setting implies, this is really only supported for adding newgrfs to blank new scenarios someone may be making.
