What about being able to sell/buy joint usage of the large Hub Airports when town noise it turned on? Or allow a town (with noise levels turned on) to build a large hub airport that is a joint station like an oil rig?

Also, many USA railroads have what is called Trackage Rights where in a competing railroad can buy, pay-per-use, or get Government award to use part of a compeditor's tracks and/or stations.

Would either of these be possible without a complete code rewrite?

People have implemented infrastructure sharing in forks of OpenTTD, it's not impossible. But for whatever reasons none of those patches have ever made it to the mainline version.
