Problem with passenger cars and ECS tourists

I encountered problem with passenger cars in my trainset and ECS tourists.
In newest version of ECS OTTD calculates number of tourists using ratio 1:4 (1 tourist = 4 passenger). Is it intended, or it is a bug?
This strange ratio 'demolish' all cargo_capacity callbacks in my train set. IIRC, in earlier version of ECS this ratio was 1:1.

this has nothing to do with ECS. it's purely the vehicle set's decision which ratio is used. if using NFO, there are two different callbacks that use the builtin ratios or allow to have custom ratios. NML probably chooses only one of those.

in general, it's perfectly alright to have a lower capacity for tourists, as things like standing places and space for luggage are probably considered differently.
