GRFCodec version 0.9.10
$ grfcodec -d openttdw.grf
openttdw.grf has 1615 sprites, maxx 72, maxy 65, maxs 3176.
$ grep " 1534" openttdw.nfo
1534 sprites/openttdw.pcx 338 4936 03 36 56 0 0
gimp, open "openttdw.pcx" copy id 1534 to new file, modify, then save as
data/sprites/openttdw/1534.png
cursor does not change
rename 1534.png to 1533.png
cursor works fine

Unless grfcodec objects when re-encoding that file, or NFORenum changes the sprite number, the sprite number is correct, and it's OpenTTD that's loading the sprite into the wrong place.

The issue should be fixed in the coming nightlies/betas.
