Are There Any Patches Or NewGRF's That Can Get You Custom Airports?

As in build your own layout of any design? No, that's not possible.

There is the Terminus Airport patch, however, which offers some different layouts (including one of my own design, Indianapolis!). You'll need to compile it yourself into the OpenTTD source code. It's a few years old, so it may not compile cleanly into the latest main branch. It may require some C programming skill to get it up to date.
