Well, the signpost says V&D and I believe that's Dutch? Google says it is. So, how about somewhere in the Netherlands? I don't know many Dutch cities so I may just name one. Groningen.

Right, this is Dagebüll Mole with the "Uthlande" built by Sietas and a steam-hauled extra train by NEG, June 2010.

Obviously quite easy.
