A-ha! Series is 99.4... you should have erased that from the loco's front.

Builder - is it Orenstein & Koppel?

Builder: Henschel?

Country: I think, it is not Germany, because the number (99.4) does not suit the German number system, in this 600 mm locomotives have 99.3. Is that right?

If I were you I'd go for the builder last. Go for the others first.

Gotcha!

You definitely should have erased that number from the front of the loco... Googled "locomotive 99.4-027" and got right onto these below...

A-ha! You know what was the difference between your search and mine? I've written 99.4-027 while you've written 99.4027. And this minimal difference gives different results... :P

Yes, I know. And because that I have not tried it with -, although it could be seen on the locomotive, I am a bit angry about myself.

Such an easy clue for that part ;)

I'm gonna take a guess of a capacity of 20, it seems very small.
