When I try to download this I get something called download.php
What is that?

This game is fully downloadable provided you like 1024 x 1024 maps and are using openttd 0.5.3 rc 2
I am not aware if it runs on older versions or not but the above specs are what it was created using....

download.php is the url of the part of the server that's supposed to provide the file.

Apperently your browser is trying to open a website, instead of getting the file. IE is known for ignoring whatever the server tells what kind of reply the server is sending (normal page/image/javascript/some file/whatever), but instead tries to figure it out on its own, often leading to issues like this, or even severe security risks.

I would recommend trying with a different browser.
