train behavior track change

Hi there.

does someone have a solution for this problem?

I have two one way tracks 1 is a very long tunnel and the second is a normal track. I wanted to use this normal track as a "backup" So if the tunnel is full the train hase to go over the normal track. I've put some signals in front of the tunnel opening and the normal track. But the train (in whatever configuration the tracks are laid) will keep chosing the tunnel. This one is very long so it takes a while before that is cleared and it give congestion on the tracks before the tunnel. See also screenshot. Please could someone help me out?

Whilst the problem maybe be fixed, I would however like to reference you to this guide on signal construction which I believe would help smooth out your train network to run more efficently.
Interested in helping out where ever possible.
