How to take out the strings from the dat file?

This is a file called 'LMPC_XX.DAT' in the CD-ROM
I think it is the language file of the locomotion
Can any one extract it,so we can tranlate to other languages?
[The offical Taiwan Translate is so terrible that I want to make some changes. ]

Actually, that file is the executable file of the game. It is renamed during installation. Most of the text strings are within the object dat files.
