If you want to decrease the color depth, I recommend you to use Irfanview. I love GIMP and free software too, I use it a lot, but their dithering algorithm is not the best for sprites, I think that It gives too much importance to hue over brightness.
I attach here a sample, IMHO GIMP changes the brightness too much. Note that the 24 bpp image is not a true 24 bpp, I have dithered it in order to convert it to GIF, but using as much as colors as I could. But in some orientations and trains, GIMP does the work better because it not leaves the roof flat.
