A Rocky Question About trg1r.grf

trg1r.grf has two sets of rocks in it, but the game seems to only use one of them. Does anybody know the purpose of the second set?
Also, what is that purpose?

The second set are completely rocky tiles, and they're not used as far as I can tell? They're handy for making quarries out of though.
