I used http://www.evl.uic.edu/pape/data/Earth/ to create two 4096*2048 *256 (8mb) bumpmaps of the earth with a constant sea level at 120-130, deep sea hills and one picture even includes rivers.
For example if you scale this by 4 england is 400*400 pixel in a decent quality, just right for a locomotion map.
If you scale it by 1/4 your locomotion map shows the whole atlantic and 4 half continents.
When you need a "continental" map with correct proportions this pictures are a good start.
The maps not finished for a reason (i know some mountains are not perfect) its meant to be scaleable without big losses.
Dont forget to blurr it twice (especially the coastal areas) and to flatten it by 1/4 (or mountains will be 4 times as high as wide).
If not "deep sea" is at level ~0 sea level is at ~22 and mountains go up to ~45 units.
