... to not be able to build anything on the first three land levels above sea-level? The map seems to think that everything up to 3 levels above the sea is still submerged. :/

Is this map created by locomotion's scenario editor, Mek's Map Creator, or my Landscape Generator?

Need to know which program to blame in order to find the problem.
