When a ship hauls cargo to a certain place, ie: grain to a food proccesing plant; it always brings food back to the the producing place, ie: grain farm; and can't bring a full load of grain. I also have this problem with grapes to a winery via narrow gauge trains. How do you stop this problem?

Sounds like you are possibly not building the stations close enough to the industries. Have you had these problems in more than one scenario?
