Railway track up / down hill

Can railway track be built up and down hills or does it all have to be on the same level?

Well. Unlike TT you cannot just chuck it up a hill, you have to elevate the track using the brick bridge (where for every square vertically you go, you need 2 squares horizontally).

But the bridge has to start and end at the same level so its ok for spanning 'valleys' but not for simply going up from one level to another?

With the brick bridge you can climb an hill and with the rack rail of the narrow gauge train you can even make a bridge strait to the top of a mountain.

Ahhh narrow gauge track... i can only see railroad and tram in the list of track build types??

You have to choose the Swiss scenario off course.
Then click on railroadtrack in the build menu.
Hold the button and a roll menu opens.

This goes on the same way as with choosing between coal and iron wagons.

Watch out, though, since even with a rack rail narrow gauge locomotives can get in trouble when climbing a steep incline, and trains can slip to a halt. The only solution for this (short of re-laying the track) is to ease the load on the train, which can be done by making it lighter (removing wagons) or by adding locomotives, though the latter option is expensive and doesn't always help properly. If you want to move heavy loads via narrow gauge track across steep inclines, you'd better be off by having several trains run the same route, by laying additional tracks. You can just have the tracks side-by-side and have one train per track, or you can make crossovers and turnarounds (remember to build signals!) between two or more sets of track to have more than one train per track, which is cheaper and easier to build but can lead to traffic jams later on and as such you'll have to check up on them every once in a while.

As for normal track, use the Brick Bridge to climb/descend. It also allows you to make narrow curves while climbing/descending, which can come in handy in mountain areas. (Narrow gauge track has this option too.)

Narrow gauge trains on rackrail can't slip.
Just make sure the rackrail begins and ends some 2 lok lenghts before and after the hill.
Place some signals there and fill that section with the racks.

I made a mod with very powerfull rack-rail -loks and bigger load wagons.

Must be somewhere in the graphics section.

My advice about the rack rails is not to use it to scale a tall mountain, just large hills and small mountains. Rack rails have EXTREMELY low speed limits. Were talking 33 KM/H here.
