Unable to build oil wells and oil rigs industries

While in game I was able to build oil wells, but not any more. I only can build refineries. I added oil rigs, but still I can't build them.
I also added industries that weren't default to the scenario and I could build them.
Any ideas?

You can't build industries that produce on their own (mines, oil wells, forests, etc.) in-game, only in the scenario editor. Think of it this way: you can't just build an oil well in a random spot and hope that oil springs up.

Not in vanilla anyway, there is a method to allow all industries to be foundable but it requires modding a particular flag in the XML file but I don't know the exact flag off the top of my head

All my industries are foundable in my install so I need to find an un-modded XML so I can compare and find the flag (unless I'm dumb and its actually marked, doubt it tho)
There's also flags to disallow close-down and let producers gain production, regardless of # of fields.
