Just out of curiosity, is there anyway to place mines and such, I doubt you can but if so that would be nice.

It does work, but whether or not it improves gameplay is debatable.
It allows you to fund an industry anywhere, one that would otherwise be dependent on location. I think it takes away some of the game's realism because you can suddenly create an oil well where there might not even be natural oil reserves, for instance.
