Cities won't grow

So I've been playing the Lake District scenario, and even though I'm 70 years in and producing tons of goods, the cities won't grow. I've been running buses, trains, trams, even airplanes. I added more roads to the city, and a few more houses sprouted up, but still nothing. Any help?

Check the approval ratings. To my understanding, your transport network won't help towns expand unless they think you're doing a good job. Since you have to remove so many trees in TLD, your approval ratings may still be very low even after 70 years.

Bit of a bump! Looks like you're trying to hurry things up a bit. Try removing the train station and the airport, and leave it like that for awhile. Just have a bus and a tram running for a couple of game years. It may help.
