Adds a new option for the "Number of plane crashes" game setting: "None, unless runway is too short"
This option was inserted between "None" and "Reduced". Savegame version is increased, "Reduced" and "Normal" values are bumped by 1 when converting old savegames. Though the default option is still "Normal", the value for it is now 3, not 2.
Conversion table:
When this option is chosen, there are no plane crashes, unless the runway is too short. In this situation, the chances of crashing is that of "Reduced".
