allow rail upgrade with ship on tile patch

There is a bug that occurs when upgrading rail tiles that also contain water. If a ship is located on the water portion of the tile, the rail isn't upgraded.

This patch shall fix it.

EDIT: This patch is bugged, and there's no point fixing it anymore, because it was correctly implemented in r27784.
