This patch adds tooltips to various elements on the map and the minimap:
- industries (show production and ratings)
- stations (show station type, cargoes and their ratings)
- town buildings (show town name and population)
- foreign company infrastructure (show company name)

This work is a further development of the Industry tooltips patch by MJP.
Unlike in the original patch, this patch takes into account tooltips settings (hover delay, right click). It also changes the way the tooltips are handled in general - no more blinking even for small hover time. Also in this patch there is some margin of error - you don't have to point objects on the smallmap exactly.
