[Admin Tool] Soap

Soap is intended as an alternative to Autopilot. It is a plugin for the supybot IRC bot, and makes use of Xaroth's libottdadmin2 to connect to a server's adminport. Once set up, it will relay chat between irc and ingame.

Main features:

• Chat relay
• Multi Server (max 1 per IRC channel)
• Ingame commands
• Start the server
• Rcon commands from irc
• Generates appropriate download links
• Password rotation
• Welcome message for clients joining
• Can move players named 'Player' to spectators when they try to join or start a company
• Logging to file of rcon and ottd commands (wip, needs more stuff logged)

It's still a WIP, so expect to run into some bugs.
