maintanance should be disabled when breakdowns is turned off

there is no reason to perform maintanance when vehicles does not break down. therefore i suggest that maintanance is disabled when breakdowns is turned off.

i just found out that there is a switch to turn off maintanance when breakdowns is disabled. it is just that it does not seem to work. maintanance is performed anyway.
