Disabling 'old vehicle' warnings if stopped.

I propose to suppress all warnings with STR_NEWS_VEHICLE_IS_GETTING_OLD_* if given vehicle is stopped -
it is somewhat annoying to get such spam for unused vehicles (usually used as memorials or 'just in case' reserve).
