One Way Roads Use Both Lanes

1. It'd be nice to have vehicles use both lanes on 1 way roads, and pass broken down machines.

1. JGR Patch Pack enable articulated vehicle to pass (there is an option on settings), non articulated vehicle can`t pass without some big changes in code.

Non-articulated vehicles are able to overtake already (this is an upstream feature, and always on).
