MAX 10 Million spaces.
A giant world. For example USA's has 9834000km2 divided 27 it should have 364222 spaces.
Re: MAX 10 Million spaces.
The 4096x4096 maps which is the max supported size is 16,777,216 tiles. Sixteen million.
Also, because of various simulation constraints, it's impossible to make the game run well with large maps. (So don't complain when the game is slow and has weird behaviour in some aspects, when played on gigantic maps.)

Re: MAX 10 Million spaces.
Also, because there is no true scale or dimension in OpenTTD, a tile doesn't have a define size or distance in the real world. A tile can hold one building, or two train cars. It would be unrealistic for those to be considered 1 km wide.
