In some cases, one may take land used by farms to create road or rails. In case of restructuring later on, it would be nice if there was the ability to return land previously occupied by rails/road to the farmers again. As the user can build trees, it would be nice if he could also "build" fields.

I recommend to use arctic + variable snow line newgrf - farm lands vanishes each winter and renew during spring. Additionally it decrease amount of trees around farm (because these farmlands pop up randomly).

Any land, which is not claimed. But farmland vanishes when snow appears, so it doesn't matter, that you cleared some farmland - it would disappear anyway and appear in some other place next year.

I have tried (in the normal game, without using "arctic + variable snow line newgrf" as McZapkie suggested) clearing a couple of farm blocks and then fast-forward the game until i reached 2050 (from 2010). Those blocks were never reclaimed by the farm.
