Slight tweak to Timetable based seperation

For my style of play I would love a swich in the settings that would ignore timetable based separating in a station when 100% loaded.
so if a train arrives at a station and loads to 100% then it would depart immediately whereas if it wasn't full then it would wait there a while to ensure separation from the preceding train with shared orders
