There's a lot of things that could be done, and very few people to work on them.
Anybody can look through the various topics on things people want included in the game and start to develop a patch for them, or take up working on existing patches that have been abandoned.

And there are maybe Ways To Help, but there's no good write up of them yet Here's a starter though:
1. Reproduce, investigate and diagnose bugs: 116 in the bug tracker at time of writing
2. Test fixes for bugs (and review code style if possible): 16 at time of writing
3. Provide fixes for bugs.
4. Update outdated wiki pages: https://wiki.openttd.org/Category:Artic ... be_updated

there used to be a roadmap a few years back, but it devolved into more like a wishlist, so it got discontinued
there is generally no shortage of ideas, but a shortage of people who implement them... properly...
