major bug: all road vehicles becomes unavailable after loading

the thing is this: the game crashed and i saved emergency save. after i loaded it, all road vehicles became unavailable. i have included both the emergency save and the last save made. i do hope that someone can fix them for me so that i can regain access to road vehicles but, i am at least providing them here so that the bug can be fixed.
