Well, in general use the best track type available, that allows the trains you want to run, and you can afford.

If your goal is to re-create some realistic-ish scene then you may want to use a non-optimal track type if that's what is used in reality or would realistically be used.
But if you're playing the game to earn the most money or transport the most cargo, then just pick whatever has the best stats.
