Wiki: smol omission

There's a small omission on the wiki page Game Mechanics, heading Local authority rating. (I don't have an account and the account server doesn't seem to be up.) The last row of the 3-column table states an unsuccessful bribe sets the rating to -50. This is only true if the rating is higher. If it's lower, the rating is unchanged. I sugest replacing "Set to -50" with "If higher than -50, set to -50".

Creating accounts is indeed temporary disabled; well, temporary .. the goal is to have it back online before the end of November. All people with existing accounts can login and make modifications. Sorry about that trouble .. we are working hard on it
